City at a glance

A chain of coastal neighbourhoods rather than one centre

Jūrmala is a separate municipality stretched along the coast and railway corridor. Majori, Dzintari, Bulduri, Dubulti, Kauguri and Ķemeri do not provide the same daily life or Riga commute. Start with the neighbourhood and station, not simply the word Jūrmala on an advert.

The municipality reported 60,378 people with declared residence on 1 January 2025. That register count differs from statistical usual-resident population and should not be directly compared with Riga’s statistical figure. The coast can suit a household prioritising outdoor time, but a summer holiday impression is an incomplete test of year-round life.

What may appeal

  • Coastal and woodland outdoor routine.
  • Several neighbourhoods linked by the coastal railway.
  • Access to Riga employment and its international airport.

What to weigh up

  • Summer and winter housing terms can differ.
  • Western locations can lengthen the Riga journey.
  • Local concessions require eligibility, not just a planned move.

Cost of living

Check whether the price survives the summer

For any long-term rental, obtain a written price and occupancy period covering the summer as well as the winter. A seasonal offer and a twelve-month home are different products. RentInRiga permits a Jūrmala district search in both rental and sale modes; the advertised price must still be checked for utilities, furnishings and contract length.

The 2026 entry charge is EUR 5 for a vehicle entering the charge zone unless a valid exemption or other permit applies. Resident eligibility must be confirmed; a plan to move is not itself an exemption. For a family considering international schooling in Piņķi, price tuition, support and the school journey separately rather than assuming coastal housing is the whole relocation budget.

Neighbourhoods & finding a home

The station, the beach and the lease term all matter

Use the named district filters on the property portal and compare a real weekday route to work or school. Inspect heating and ventilation in timber or older homes, the building’s maintenance obligations and winter access. For buying, obtain independent checks of title, land and any restrictions or building obligations.

Before paying, confirm the landlord’s authority, an inventory, the deposit-return procedure and the exact year-round term. A property brochure promising a lifestyle does not establish immigration rights: Latvia’s rules for new property-based residence applications changed in September 2026.

AreaWhy visitTrade-off to test
Majori/DzintariCentral visitor amenities, seaside outings and events.Summer activity, winter opening and the annual lease term.
Bulduri/LielupeA different balance of residential streets, coast and river.Actual walk to rail and any address-specific flood/drainage issue.
DubultiA local centre and rail station worth comparing for daily services.School/clinic route and exact building condition.
Kauguri/SlokaA broader year-round housing search in the west.Longer Riga journey; compare complete door-to-door time.
ĶemeriNature-oriented setting at the western end.Distance to the household’s daily services and workplaces.

Work, business & opportunities

Separate a coastal home from the location of employment

The regional newcomer guide describes a local economy that includes hospitality, recreation and health-related services. Some activity is seasonal. An applicant needs an actual employment opportunity and the appropriate work right, not merely a desirable home.

For Riga employment, test the rail or road commute on the required schedule. For remote business work, check connectivity at the exact property and the national tax consequences of living and working in Latvia. Tourism-oriented broadband or a holiday-room desk may not be sufficient for two full-time remote workers.

Schools & childcare

The local school and the international option may be in different municipalities

Jūrmala’s municipality lists preschool, primary, secondary and specialist institutions. Contact the appropriate school with the child’s language and learning needs, and confirm admission, transport and after-school arrangements. A coastal location does not guarantee an English-language public programme.

International School of Latvia is in Piņķi, outside Jūrmala. Its current school-bus information includes Jūrmala at EUR 2,400 per pupil for the year; obtain a confirmed stop and place. The 2026/27 Grade 1–5 tuition is EUR 17,200, with new-pupil application, registration and capital charges additional. Those are this school’s figures, not a general private-school average.

Healthcare

Compare the clinic location with the actual home

The city’s official directory lists Jūrmala Hospital in Bulduri, Dubulti Polyclinic, Kauguru Health Centre and services in Jaunķemeri. This geographic spread matters when the household includes children, a chronic condition or regular rehabilitation appointments.

A spa or rehabilitation destination is not a substitute for insurance eligibility and an accepting primary-care doctor. Confirm state-funded entitlement with the National Health Service and ask the provider about referrals, language, fees and availability. The local medical directory identifies 113 for emergency medical assistance.

Getting around

Test the train as well as the road

The coastal railway corridor gives several neighbourhoods a direct relationship with Riga, but the walk to the station can determine whether it is useful every day. Check current train times and the final Riga connection; do not borrow a travel time from a different station.

For driving, the current entry-pass rules and any household exemption are separate from parking and fuel. A resident’s 2025 comment about an older entry fee or a benefit should not be used as the 2026 rule. Try the school and work journeys during the periods you actually need them.

Airports & international connections

Use Riga Airport as the main international connection

Riga Airport (RIX) is the practical international passenger gateway for Jūrmala. Compare the trip from the chosen district rather than from an abstract city centre: western neighbourhoods and homes far from through-roads can produce a different transfer.

The train along the Jūrmala coast is not a train to the airport terminal. Use the airport’s current ground-transport options and plan the connection explicitly. Airline networks are seasonal, so verify the recurring destination and the time of day before relying on a particular direct flight.

Climate & environment

A beach town still needs a winter housing test

Coastal exposure, wind and humidity affect how a home feels beyond the national temperature description. Inspect ventilation, damp, roof and window condition, heating controls and the path from the street or station. Ask how the building operated in the previous winter.

For outdoor life, use current beach and weather information rather than assuming that a sandy coast is suitable for swimming every day. A station-specific monthly series has not yet been validated for this guide; Riga values are not silently presented as Jūrmala observations.

Safety & everyday risks

Separate water, housing and street risks

Use the official beach guidance for facilities and local conditions, and check live warnings before entering the water. A public comment about water quality is not a sampling result. For a river-side property, address-specific flood and drainage information belongs in the purchase or lease due diligence.

No comparative neighbourhood crime score is asserted here. Inspect the home, lighting and late-evening route, and verify the person receiving any deposit. The practical questions for an isolated house can differ from those for an apartment near a busy station.

Public services & practical setup

Declared residence can matter, but benefits have their own rules

The municipality’s declared-resident figures help explain why registration is a distinct administrative issue. Confirm the address-declaration process and individual eligibility before budgeting any local concession, entry-pass exemption or school support.

At handover, identify waste, water, heating, electricity and internet arrangements, including what happens during a long absence. Ask who maintains access after snow and who handles repairs. Keep proof of the registered address and service contacts rather than relying on the owner’s verbal assurance.

Culture, community & daily life

Choose your balance of events and quiet outdoor time

The beach, woodland setting and distinct neighbourhoods offer a different routine from central Riga. A home near Majori or Dzintari suits a different pattern from one chosen primarily for western green space and quiet walks.

Visit outside the main holiday period and check which cafés, classes, sports facilities and community activities remain useful year-round. Being able to reach Riga is valuable, but the local week should also work without a trip to the capital for every errand.

What residents say

A quieter home can come with a longer or more seasonal routine

In a January 2025 discussion, u/Southern-Patience571 said they had moved from renting in Āgenskalns to buying in Kauguri in late 2023. They valued family facilities, walking and evenings by the sea; that is one household’s experience, not proof that every neighbourhood has equal services.

Other participants focused on commuter traffic and asked whether rail would fit better. u/robo-copo reported five years in Dzintari and preferred particular nearby outdoor options to crowded beach use. A further comment warned that summer and winter letting arrangements can differ. These are self-selected accounts; verify current fees, timetables and water conditions through the official sources.

Planning your move

Plan the move around the decisions that depend on each other

Before choosing a permanent home in Jūrmala, settle the applicable right to reside and work, shortlist a school if needed and price health cover. A property purchase or lease is not a substitute for immigration permission. Keep the move date consistent across the employment, housing and tax plan.

Use the first visits to repeat actual weekday journeys, inspect the home in daylight and at night, and collect written answers from the school, clinic and landlord. After arrival, complete the applicable address and tax registrations, activate utilities and keep a record of time spent in each country.

StageWhat to prepareMain dependency
Before committingIdentity and civil-status records; residence/work route; school reports; health-cover evidence.Do not pay a non-refundable housing or tuition amount on the assumption that permission will follow.
Before paying for a homeWritten lease, letting authority, inventory, bills and agreed handover.Separate deposit, agent charge, first rent and moving expenses.
On arrivalAddress, bank/payment access, school start, health-provider registration.Eligibility and service availability are different checks.
After settling inTravel-day log, employment/tax records, permit renewal and insurance dates.A successful move does not remove annual compliance.
