City at a glance

Choose your daily Rome before choosing your address

Rome rewards people who enjoy a neighbourhood routine: a familiar market, a walk through a park, an evening class and cultural places worth returning to. It is less comfortable when home, work and school lie on three different sides of the city. Start with the journeys that repeat every weekday, then decide how much central atmosphere you want to pay for. A beautiful street is a benefit only if the apartment and the everyday route work for the household.

Roma Capitale is the municipality: its population register counted 2,797,266 people on 31 December 2024. The administrative Metropolitan City covers 121 municipalities; its 2024 performance report gives an estimated ISTAT population of 4,223,885 at 1 January 2025. These are different boundaries and statistical series, rather than two interchangeable counts of central Rome. Ostia is within Roma Capitale, while many addresses advertised as convenient for Rome belong to another municipality.

Italian matters for the daily tasks that make a move successful: understanding a tenancy, a school notice and a healthcare appointment. English-language international schools and organisations provide useful entry points, but they do not replace an Italian-speaking contact for a complicated building or administrative problem. This guide treats the commute, school availability and healthcare arrangements as household decisions; Italy’s immigration, tax and work rules remain in the country guides.

What may appeal

  • Distinct neighbourhood routines, markets and cultural venues to use throughout the year.
  • Two international airports and rail options make the particular home-to-terminal route worth comparing.
  • A choice of local, bilingual and international education paths, with different costs and travel patterns.
  • Municipal parks, libraries and civic museums can become part of ordinary life.

What to weigh up

  • A cross-city work and school pattern can consume a large part of the day.
  • Central asking rents and international-school fees change the family budget substantially.
  • Housing quality, lift access, indoor heat and noise require inspection at the building level.
  • Address, tenancy, healthcare and waste registration are separate tasks with separate evidence.

Cost of living

What housing and the recurring bills can actually cost

Immobiliare.it’s September 2026 Rome index reports residential asking rents of EUR 19.13 per square metre per month and asking sale prices of EUR 3,875 per square metre. These cover advertised residential stock across the municipality, mixing sizes and furnishing standards. They are useful for comparing areas, not for pricing a particular newly rented, furnished home. The grouped Testaccio–Trastevere market was EUR 26.70/m²/month; EUR–Torrino–Tintoretto was EUR 16.70.

For a concrete example checked on 14 October 2026, Roma Casa 2005 advertised a furnished, 64 m² commercial-area apartment at Viale Telese 41 in Collatino for EUR 900 monthly, plus EUR 80 condominium charges. It specifies a 12- or 18-month transitional contract and a two-month deposit. That is a dated offer for one home, not an ordinary indefinite tenancy or evidence that the property remains available. Its photographs include images labelled as edited with AI: inspect the actual apartment.

The table builds a limited example for one adult using that home and a monthly transport pass. The EUR 1,042.90 subtotal deliberately leaves food, energy, water, waste tax, phone, health costs, agency fees and leisure unpriced. It is a starting calculation, not a complete minimum income. Obtain the previous year’s energy bills and condominium statement; establish whether heating and water are already in the charge before adding them again.

Food, children and the costs that change the comparison

ISTAT’s 2025 survey, published on 8 October 2026, puts average spending on food and non-alcoholic drinks at EUR 552 per month per household across Italy. This is national context, not a Rome basket, a per-person allowance or a figure for a particular family size. Build your own food figure from the groceries you actually buy and separate eating out. A family using a school lunch service should avoid counting the same weekday lunch twice.

School choice is often the largest difference between otherwise similar family budgets. For one new Year 1 pupil at St George’s in 2026/27, parent-paid tuition including lunch, one-time registration and the annual door-to-door return bus total EUR 26,150: 18,000 + 4,000 + 4,150. Tuition plus bus alone is EUR 22,150 for that year. Returning pupils also face the published EUR 350 annual re-enrolment charge; that is separate from the one-time new-entry fee. The registration charge is not repeated as monthly living expenditure; uniforms, activities and other applicable charges still need checking.

Public nursery charges instead depend on the approved ISEE category and booked hours. For 2026/27, a household in the EUR 15,000.01–20,000 ISEE band is listed at EUR 200.09 per month for ten hours or EUR 159.60 for eight hours; this presumes an admitted child and the relevant evidence. Healthcare spending also depends on public entitlement, co-payments and the private appointments your household chooses. Resolve those separately rather than inserting a universal insurance or doctor allowance.

Neighbourhoods & finding a home

Neighbourhoods to compare against work and school

Use these areas as starting points for viewings. The practical recommendations below combine the official district descriptions with the transport map; they are editorial comparisons, not rankings of safety or school quality. Walk the complete route from the building entrance to the platform or bus stop. Repeat it at school arrival time and after an evening out. In a large district, the station-side address and a home twenty minutes uphill can offer very different lives.

The rent references use Immobiliare.it’s September 2026 grouped districts; grouping is stated where it matters. Do not attach a group average to every street inside it. For schools, compare the actual campus and confirmed transport arrangements rather than searching for an expensive neighbourhood described as suitable for families.

Search for a home with a contract that fits the move

Use the Rome-specific idealista and Immobiliare.it rental and purchase searches linked in the housing resources. Filter carefully: rooms can appear among apparent apartment results, and a furnished listing may offer a transitional rather than long-term residential contract. Ask for the proposed contract, furnishing inventory, energy certificate and full monthly charge breakdown before paying a holding sum. Agree any agency fee and tax in writing rather than assuming a single Rome-wide commission.

A viewing should include the lift and entrance, heating controls, water pressure, mobile reception, window noise and evidence of damp. Ask which appliances stay, who handles breakdowns and whether major condominium works are planned. For a purchase, have the property’s legal and technical position reviewed independently: the usable layout, permissions, building charges and any restrictions matter as much as the advertisement’s floor area.

The tenancy’s registration receipt and the municipal address declaration are separate documents. Agenzia delle Entrate states that registrable leases must be registered within 30 days of signing or their start, if earlier; the exemption is for leases not exceeding 30 aggregate days in the year. Confirm who will register and retain the receipt. A landlord’s claim that an arrangement is temporary does not settle your immigration, municipal registration or tax position.

Work, business & opportunities

Match the job location to the neighbourhood

Rome has international institutions, public administration, film production and a large visitor economy, but those workplaces do not form one compact business district. FAO’s headquarters are on Viale delle Terme di Caracalla; WFP is at Parco de’ Medici on Via Cesare Giulio Viola. A home convenient for one can be awkward for the other. Cinecittà’s production facilities are on the Tuscolana side of the city. Use the actual reporting location in the offer, including any days at another site.

Start with the employer’s own vacancies and Lazio’s employment and traineeship portal, which brings together public employment-centre, agency, private-company and EURES opportunities. The regional locator identifies the relevant Centro per l’Impiego; it is a useful practical route into local services. Public competitions, international appointments, hospitality and production contracts have different entry requirements. Check Italian-language expectations, qualifications and contract duration in each notice; there is no single English-speaking Rome labour market.

For remote work, test broadband eligibility at the exact civic number and mobile reception inside the room where you will work. Ask about installation lead time and have a temporary connection plan. A nearby café or shared office is useful for an outage, but should not be the untested basis of a workday. Secure the right Italian work or business arrangement before treating an overseas salary or client base as permission to work from Rome.

Schools & childcare

Choose the education path before the family home

A local Italian school, an Italian bilingual private school and an international curriculum solve different problems. Start with the child’s language, age, expected duration of the stay and likely next school system. Use the Ministry’s school-search and application resources and contact the actual school secretary about placement, records and language support. Ask how admissions priorities apply to your address and year group; being nearby does not establish a place at every chosen school.

Roma Capitale’s municipal preschool main application window for 2026/27 ran from 13 January to 11 February 2026. Those dates are past. An arriving family should ask the Municipio about the current placement or waiting-list procedure rather than wait for an old online form to reopen. Nursery admission and fee assessment use their own notice and ISEE evidence. Ask about hours, settling-in attendance, meal provision, closures and the practical childcare gap around the working day.

The examples below are provider-published 2026/27 charges, not a ranking. St George’s has junior provision at La Storta and City Centre, with senior school at La Storta; establish the campus before choosing housing. Istituto Marymount on Via Nomentana is an Italian bilingual paritaria and is different from Marymount International School Rome. For additional learning needs, discuss staffing and support before paying: Marymount International explicitly says some admissions can require a one-to-one assistant at an additional EUR 22,000 annual charge.

Healthcare

Establish cover, then a local doctor and booking route

Public healthcare entitlement is a national and Lazio matter, not a benefit created simply by renting in Rome. ASL Roma 1 publishes separate EU and non-EU guidance covering different entitlement and enrolment situations. First identify the ASL and district serving your home, then use that office’s current document requirements for each family member. Keep identification, fiscal-code details and the evidence supporting the applicable entitlement ready; do not assume the requirements for an employee, pensioner and financially independent newcomer are identical.

ASL Roma 1’s desk directory gives concrete local routes. The Monte Sacro Casa della Comunità at Via Lampedusa 23–27 lists first registration, renewals and doctor or paediatrician selection. The Nuovo Regina Margherita desk at Via Roma Libera 76 lists selection/revocation and exemptions. These are examples in particular districts, not interchangeable offices for everyone in Rome. Check the service, booking instructions and whether a chosen doctor has capacity before travelling.

For eligible public specialist care, Lazio’s ReCup booking route uses the prescription and fiscal code; the telephone number is 069939, with online and participating-pharmacy alternatives. From February 2026, the period within which many prescriptions must be booked depends on priority: the booking deadline is different from the eventual appointment date. Keep the referral and appointment confirmation together, particularly when a move interrupts ongoing treatment.

Named facilities and out-of-hours help

Policlinico Gemelli at Largo Agostino Gemelli 8 has a separate private outpatient booking portal, and its Dental Center provides a named private dentistry option. Confirm the appointment’s payment route, language, insurer arrangements and written price when booking. An institution offering public and private services does not make every appointment free, and a private appointment does not by itself enrol you in the public system.

For children, Bambino Gesù’s booking service covers several sites, including Gianicolo and San Paolo as well as sites outside central Rome. Its standard outpatient instructions ask for a valid prescription and the patient’s fiscal code; private intramoenia bookings have a separate channel. Check the site on the confirmation rather than navigating to the hospital’s best-known address.

For a medical emergency call 112. For non-urgent advice or help reaching out-of-hours care, Lazio’s 116117 is free, multilingual and available around the clock; the region confirms full regional coverage from 24 August 2026. Save both numbers. For an ongoing condition, arrange records, medicine continuity and the next appointment before the move so the first weeks are not dependent on finding an unfamiliar service at short notice.

Getting around

Build the week around a dependable route

A BIT costs EUR 1.50 and is valid for 100 minutes under ATAC’s journey rules; metro use is subject to the single-journey conditions, not unlimited gate entries for the whole period. The personal monthly city pass costs EUR 35 and runs for a calendar month. The ordinary annual pass is EUR 250 for 365 days. Someone arriving late in a month should compare actual remaining journeys before buying the monthly pass.

Map the trip at the building level. Prati’s useful Metro A stations include Ottaviano and Lepanto, while Garbatella and EUR connect with Metro B. Monteverde relies on its particular bus, tram or railway approach; proximity to the historic centre on a map does not create a direct metro journey. Use ATAC’s current service notices alongside the network map, especially for works, replacement buses and accessibility outages.

A car can solve an awkward school or outer-city trip while adding parking and access problems near home. Rome’s central restricted-traffic zones have different schedules and permit rules. Electric and hydrogen vehicle access rules changed on 1 July 2026, so an older assumption of automatic unrestricted entry is unsafe. Before buying or importing a vehicle, check your exact home and work zones and price the parking you would actually use.

During a scouting visit, carry the bag, pushchair or mobility aid you expect to use. Test the pavement, crossing, station entrance and final walk at realistic times. A route that is acceptable for one adult can fail for school pickup, shopping or a person who cannot use stairs. Treat cycling as a route-specific choice: inspect crossings and continuity before depending on it for the school run.

Airports & international connections

Two international airports, two different transfers

Use the linked airport records to compare Fiumicino (FCO) and Ciampino (CIA), then check the airport and airline timetable for the journeys you repeat. An international airport label is not evidence of a convenient year-round flight to your particular destination. For a household visiting family frequently, compare flight times and total home-to-terminal travel before selecting a neighbourhood.

Trenitalia advertises Leonardo express between Termini and Fiumicino airport in 32 minutes for EUR 14, with scheduled departures every 15 minutes. The railway station is inside the airport; allow additional time for reaching Termini, waiting and the terminal walk. Ordinary integrated Metrebus tickets are not valid on Leonardo express.

Ciampino Airlink combines rail between Termini and Ciampino station with an airport bus for EUR 2.70 one way. The quoted ten-minute journey is the bus leg between station and airport, not the whole trip from central Rome. A low airfare can therefore involve a transfer that matters with children, mobility needs or luggage. Check first and last services against the actual flight; do not plan a dawn departure around a daytime frequency.

Fiumicino is a separate coastal airport station. Its rainfall values have not been substituted for Ciampino’s missing months.

Source units are degrees Celsius and millimetres. Fahrenheit = Celsius × 1.8 + 32; inches = millimetres ÷ 25.4. Display rounding does not change the stored source values.

Temperature values report 28–29 contributing years. Published rainfall values report 24 years; June–August each report 23 years but the numerical normals are blank. The blanks are preserved. NOY is not a count of daily observations, and no US completeness flags have been assigned.

Choose the apartment for summer and the wetter months

Indoor comfort deserves a viewing checklist of its own. Ask which rooms have effective cooling, whether shutters and windows work, how direct sun reaches the apartment and whether the bedroom remains usable with windows closed. An attractive upper-floor terrace may come with greater heat exposure; a shaded lower floor may need closer inspection for ventilation and damp. Ask for winter and summer bills rather than extrapolating from a mild spring visit.

The Health Ministry’s seasonal heat-warning service includes Rome and reports risk over the following 24, 48 and 72 hours. It is a health-risk warning, not merely a temperature forecast. Use it when planning exercise, children’s outdoor activities or work in exposed places. Older people, young children and people with relevant medical conditions should discuss an appropriate hot-weather plan with their clinician.

ARPA Lazio publishes measured air pollutants and Rome-area forecast bulletins. Check the relevant monitoring information rather than assuming that a green-looking street has low pollution throughout the year. For a ground-floor or basement home, consult the municipality’s hydraulic and landslide risk information and ask about previous water ingress, drainage and building insurance. The monthly comparison uses the Ciampino airport station as a proxy for Rome, rather than a measurement of the historic centre. Its official source withholds June–August rainfall normals because those months lack full coverage; those gaps are left blank. Neither the station nor a city-wide average settles the exposure of an individual apartment.

Safety & everyday risks

Separate reported crime from the experience of a street

Roma Capitale’s 2025 statistical yearbook uses 2023 data for its crime tables. It records 205,918 offences reported to judicial authorities by the specified police forces within Roma Capitale, including 126,498 thefts; 30,524 were classified as theft with dexterity. These are recorded incidents, not the percentage of residents who will become victims, and the totals include a city with large visitor and commuter flows. They do not establish a safe-versus-unsafe ranking of the neighbourhoods above.

For daily life, concentrate on the situations your household will encounter: belongings in crowded interchanges, the walk home from the last service, bicycle storage and the building entrance. Keep essential documents recoverable without keeping every original in the same bag. When viewing a home, visit after dark and inspect lighting and crossings. Ask a prospective school about the actual pickup arrangements rather than assuming a quiet-looking street is easy for children.

A rental offer deserves the same practical care. Verify the advertiser’s authority to let the home, inspect the property, obtain written terms and check the recipient before transferring a deposit. Keep the advertisement and payment records. These checks are particularly useful when a listing mixes a room with a whole-flat label or photographs have been digitally altered. Use 112 for an emergency; for a non-emergency report, use the appropriate police service and retain the report for replacement documents or an insurance claim.

Public services & practical setup

Make the address work across separate services

Roma Capitale’s service FAQ says a residence declaration should be made within 20 days of moving into the new home. Establish the applicable residence route first, then follow the city’s online or office instructions and preserve the submission receipt. A civic number missing from the municipal address database can obstruct the online process. Check the official address on the lease and do not wait until a school or bank urgently needs proof to discover a mismatch.

Electricity and gas arrangements depend on the state of the supply: a voltura changes the named customer on an active account, while a subentro reactivates a disconnected supply. Photograph meter readings at handover and confirm who is paying which final bill. Water or heating may be billed through the condominium rather than a separate household account; the administrator’s breakdown prevents both an omission and double counting.

AMA says domestic occupiers should request activation of their TARI waste-tax account within 90 days of beginning possession or occupation. Do not assume lease registration automatically completes this account. Ask about the applicable collection arrangement for the building and the proper route for bulky items; municipal collection centres and the home bulky-collection service are separate from ordinary bins.

Keep one household record of the lease registration, municipal declaration, utilities, waste account, school acceptance and healthcare documents. Each service has its own reference and follow-up, so one confirmation should not be treated as proof that all the others are complete. Biblioteche di Roma offers a free Bibliopass with online joining or renewal: a useful early connection to local reading, study space and activities.

Culture, community & daily life

Build a routine that uses the city beyond its monuments

Choose a handful of places to use repeatedly. Villa Doria Pamphilj can anchor a Monteverde outdoor routine, while Villa Borghese brings together park space, museums and cultural venues. The Auditorium Parco della Musica gives the Flaminio side of the city a different evening focus from Trastevere’s restaurant streets or Testaccio’s market surroundings. Check programme dates and the return journey together, particularly if the household lives farther out.

Museum access changed for local residents in 2026. The MIC Card FAQ says residents of Rome and the Metropolitan City can enter Rome’s civic museums free from February 2026, while the card retains other benefits. Check each venue’s rules and temporary exhibitions. This is the municipal museum system, not automatic free entry to every national museum, archaeological attraction or the Vatican Museums.

For meeting people, a regular class, library activity, sports session or neighbourhood commitment is a better experiment than expecting a social circle to appear because the city is sociable. Choose something you can attend after an ordinary workday. Families should compare nearby playgrounds and after-school activities; adults working from home may prefer a district where everyday errands create contact. The useful question is which activities you will actually repeat when the novelty has worn off.

What residents say

Different households describe different Romes

The accounts below are paraphrases of public discussions, not client testimonials or measured satisfaction data. Residence histories are self-described. They are selected to show contrasting circumstances: a temporary student, a Monteverde Vecchio resident and a family considering a return. Publication dates are not independently established; each account is labelled by the date checked. Personal recollections illustrate an experience, while current routes and prices come from the official and provider sources elsewhere in this guide.

The common decision is how much of daily life can be kept close to home. A quiet neighbourhood with shops close by can offer a very different routine from an unreliable cross-city commute. A family drawn back by relatives can still dislike traffic and density. Use those contrasts to design the scouting visit: repeat your likely journey, visit the neighbourhood at different times and discuss what each adult would give up as well as gain.

Sources for this section

These are attributed public experiences, not client testimonials. Housing, neighbourhood and household circumstances affect the experience.

An Erasmus student who said they had lived in Rome for half a year described delays and strikes, especially when using buses rather than the metro. Their experience highlights the cost of depending on a fragile daily connection.

Temporary student resident; commentary concerns their own transport experience.

A self-described Monteverde Vecchio resident valued the proximity of Villa Pamphilj and Villa Sciarra, a local market, bakeries and independent butchers. They contrasted a quiet routine at home with the option to walk downhill to livelier Trastevere.

Self-described neighbourhood resident; preferences and nearby amenities reflect the writer’s own location and experience.

A Rome-born contributor and their partner, away for eleven years and expecting a child, were weighing a return to be near extended family. They valued their life close to nature in Trentino and worried about Rome’s noise and density, so were considering the outskirts.

Former residents considering a return, not a current review of an outer-Rome neighbourhood.

Planning your move

A scouting visit and a move with the dependencies in order

Before committing to a home, make a shortlist of two or three areas and stay long enough to test ordinary days. Arrange viewings, school conversations and the relevant employer or healthcare visit around that trip. Spend a morning making the actual commute and an evening returning home. Ask for the building’s documents and bills while you can still inspect the equipment they describe.

Prepare the household’s passports, fiscal-code details, residence-route documents, employment or income evidence, school records and medical information. Which documents require translation or a particular form depends on the receiving office; request its checklist. Secure the legal route and professional tax advice through the Italy information and appropriate services, then complete the city steps below. School and healthcare work can run in parallel with housing, but neither should be assumed finished merely because the keys have been collected.

Your move, step by step

Five stages to coordinate. Statutory deadlines are identified separately from practical sequencing; school and healthcare preparations can overlap.

01Confirm the legal route and the family’s non-negotiablesBefore a long-term housing commitment+

Resolve work or residence permission, the budget, school availability and any continuing treatment. Get the proposed campus and reporting location in writing, then shortlist homes around those journeys.

Common complications
  • A fee schedule is not an available school place; an old intake calendar is not the next application window.
