Eligibility & suitability

Who can qualify

  • Applicants satisfying the current authorised programme’s identity, background, financial and family conditions, confirmed before engagement.

Restrictions & unsuitable cases

  • Applicants expecting current visa-free Schengen or UK access.
  • Applicants unable to document lawful funds or provide the required truthful background disclosures.
  • Anyone relying on an unverified intermediary or an obsolete programme description.

Application process & timeline

The current DSP authority and checklist must be confirmed first. This planning sequence does not import the government website’s older naturalisation or honorary-citizenship steps into DSP as if they were identical.

01Verify the route and intended benefitBefore an engagement or deposit.+

Confirm current programme availability, family eligibility and the travel/residence rights actually needed. Check the designated agent against the Citizenship Office’s current records and obtain a route-specific written process.

Documents & evidence

  • Current authority confirmation
  • Family/goal summary
Common complications
  • Using an old visa-free-access claim to justify the purchase
References [5][2][6]
02Prepare background and funds evidenceDocument collection is case dependent.+

Assemble a complete personal and financial chronology with the route’s current checklist. Resolve names, relationship evidence and the source of contribution funds. Confirm nationality restrictions and any enhanced screening before assuming eligibility.

Documents & evidence

  • Identity/civil records
  • Police and financial evidence
Common complications
  • Treating a bank statement as the whole source-of-wealth file
References [5][2][6]
03Complete the required preliminary screeningAuthority and agent workflow; no verified universal target.+

Submit only through the authorised channel and pay the properly documented stage charges. Obtain written confirmation of the outcome and any remaining conditions before moving to a larger contribution.

Documents & evidence

  • Submission receipt
  • Screening correspondence
Common complications
  • Mistaking preliminary clearance for citizenship approval
References [5][2][6]
04Submit the formal application and contribution evidenceFollow the current programme’s written payment sequence.+

Complete the official forms and payment stages in the prescribed order. Reconcile the payer, beneficiary and application reference. Keep documentary proof and clear terms for refusal, withdrawal and additional family costs.

Documents & evidence

  • Application
  • Official invoice/payment records
Common complications
  • Transferring to an unrelated account under informal instructions
References [5][2][6]
05Complete decision, oath and identity requirementsCommission and current passport/biometric instructions control timing.+

Obtain the formal decision and follow the route-specific oath and passport instructions. Current attendance and biometric requirements must be confirmed before travel bookings; the older general process page is not a sufficient basis for a no-visit promise.

Documents & evidence

  • Decision
  • Oath instructions
  • Passport application
Common complications
  • Promising remote completion without current confirmation
References [5][2][6]
06Record citizenship and update practical arrangementsAfter issuance and during later renewals.+

Check names and personal details on the citizenship and passport records. Update required bank and tax disclosures, preserve acquisition evidence and review passport-renewal and family succession questions. Citizenship does not by itself end tax residence elsewhere.

Documents & evidence

  • Citizenship certificate
  • Passport
  • Disclosure records
Common complications
  • Using the new passport to conceal existing nationality or obligations

Start with the purpose

An additional nationality may offer a useful option for some families, but its value depends on rights they can actually use. Vanuatu’s citizenship programmes have had different legal routes and fee schedules. Obtain confirmation of the currently authorised programme and agent before considering a contribution. Do not infer today’s full conditions from an old pricing brochure.

A material travel limitation

The EU ended Vanuatu’s visa exemption in December 2024 after an earlier suspension, and the United Kingdom introduced a visa requirement in July 2023. Claims of general visa-free access to Schengen or the UK are therefore outdated. A passport does not guarantee admission elsewhere, and travel conditions must be checked against destination-country sources.

Eligibility and documents

The application requires the official identity, background, family and financial evidence for the selected programme. Prepare a clear source-of-funds record, passports, civil-status records and any required police or medical documents; obtain the current definitive checklist rather than treating this preparation list as exhaustive. Nationality restrictions, age, dependants and prior refusals need current review.

Process, costs and timing

Confirm the authorised agent and official payment instructions, complete background assessment, follow the required contribution and decision stages, then satisfy the current oath and passport process. Government contributions, due-diligence charges, family additions, passport charges and professional fees should be itemised. Official fee notices found during this research include older regulations; no unverified 2026 minimum or rapid approval promise is quoted.

The wider structure

Citizenship does not itself make a person tax resident in Vanuatu or nonresident anywhere else. Review dual-nationality rules, banking disclosures and the use of existing passports. Verify any continuing programme obligations and the nationality treatment of future children. A clear answer about those practical consequences is more valuable than accumulating another document without a purpose.

Verify the programme and the intermediary before paying

DSP, other investment initiatives and ordinary naturalisation are separate legal routes. The Citizenship Office’s process page contains several historical programmes; its presence online is not proof that every route or project described there is currently accepting new applications. The current designated-agent page specifically refers to DSP contracting in 2026. Verify the intermediary’s current authority, the exact route and the official payment destination directly before transferring money.

Ask for the current regulation, family eligibility schedule, screening requirements and written quotation separating contribution, government due diligence, passport, oath/biometric and professional costs. An old minimum selling-price notice is useful historical evidence but should not be represented as a complete current family quotation. A suspiciously low package requires an explanation of what has been excluded and whether it complies with the programme rules.

Background evidence and the source of the contribution

A coherent application explains both who the family members are and how the contribution was lawfully acquired. Build a chronology supported by business profits, employment, asset sales, gifts or inheritance as applicable; a bank balance without the underlying source is weaker evidence. Disclose prior names, nationalities, residences and material immigration history as required by the current checklist.

The contribution is expenditure rather than an investment portfolio expected to be returned. Establish at which stage each amount becomes payable and what happens on refusal or withdrawal. Do not send the whole project amount under an informal promise that a later negative decision will be refunded. Check the written terms and the actual recipient of each payment.

Travel utility and long-term practical consequences

For a client whose principal objective is Schengen or UK visa-free access, Vanuatu presently does not deliver that result: the EU ended the exemption and the UK requires a visitor visa. Compare rights relevant to the family’s actual destinations, including residence and work rights, rather than relying on a passport ranking or an old count of countries.

A second citizenship does not change your identity, remove tax reporting or permit inconsistent declarations to banks. Update institutions where required and retain the link between old and new identity documents. Analyse your existing nationality’s rules, future children’s status and any relevant succession arrangements. Those practical questions can matter more than the speed of the first passport application.
