Eligibility & suitability
Who can qualify
- Foreign nationals intending permanent settlement who satisfy the general documentation, support and admissibility requirements.
- Applicants using the correct Mercosur or family pathway where eligible.
Restrictions & unsuitable cases
- Applicants without required lawful-entry documents or essential background and identity evidence.
- Applicants treating a residence card as automatic qualification for a tax holiday or citizenship.
Application process & timeline
No official universal end-to-end completion target was verified. Online review, personal attendance, supplementary evidence and the residence decision are separate; re-entry and identity documentation need their own planning.
01Choose the correct residence categoryBefore ordering final records
Compare general permanent residence, the applicable Mercosur route and any Uruguayan-family route. Confirm the entry visa and identity requirements for every applicant.
Documents & evidence
- Passport or accepted identity document
- Nationality and family information
- Entry visa where required
- A nationality-specific route should not be applied to an ineligible person.
- Entry-visa requirements are essential where applicable.
02Collect national background and civil evidencePreparation depends on foreign authorities
Obtain the origin-country and relevant prior-five-year national background certificates for adults, and civil records for the relationships claimed. Apply the required legalisation and translation rules.
Documents & evidence
- National criminal records
- Birth and marriage records
- Apostilles or legalisation
- Public translations where required
- Provincial or state police checks may not meet the national scope.
- Children’s parental permissions and foreign judgments require special handling.
03Prepare local health and means-of-support recordsBefore personal completion of the file
Obtain the current local health and vaccination records and the appropriate notarial or accountant evidence of income. For foreign employment, explain the company relationship and how the work is undertaken locally.
Documents & evidence
- Health card and vaccination certificate
- Notarial or accounting income evidence
- Photograph
- Child education and support evidence where relevant
- A company bank balance does not establish personal monthly support.
- Foreign work can raise local labour and social-security questions.
04Submit online and pass the initial document reviewVariable review; appointment follows acceptance
Use the government identity platform, choose the residence type, upload the required PDFs and pay. Correct any observations through the inbox before scheduling the personal appointment offered after acceptance.
Documents & evidence
- Digital application
- Required PDF records
- Payment confirmation
- A started online form is not the completed personal procedure.
- The current office and appointment rules govern where the case will be completed.
05Attend personally with originalsAt the allotted appointment; 10-minute tolerance
Present the matching identity document and essential originals, with an interpreter if required. Complete any requested evidence in the manner the office specifies, rather than submit an incomplete series of fragments.
Documents & evidence
- Original identity and certificates
- Interpreter where needed
- Child residence authorisations
- Late arrival or missing essential documents can lose the hearing and fee.
- An absent parent’s permission must explicitly address residence in Uruguay.
06Complete the case, identity document and travel permissionsGovernment decision varies; monitor the pending file
Answer requests, arrange the migration certificate and appropriate identity documentation, and check re-entry permission before travel. Refresh background evidence after an extended absence and retain the final grant.
Documents & evidence
- Supplementary evidence
- Migration certificate
- Applicable re-entry permit
- Final residence decision
- An absence exceeding six months during processing can require another foreign criminal certificate.
- Legal residence does not automatically establish the tax election or citizenship eligibility.
Document checklist
Track your preparation in this browser. Final requirements depend on the route and filing authority.
Identify the correct application category
The Migration Directorate publishes a general permanent-residence route and a separate Mercosur category for the listed nationalities. The appropriate route depends on nationality, family circumstances and the intended settlement. Where entry requires a visa, the official checklist treats a valid visa as essential.
The general file requires evidence of identity, background, health and means of support. A residence application should be built around the applicant’s real situation, including how their family will be supported in Uruguay.
Documents that often take the most preparation
Adults need national-level background certificates from the country of origin and relevant countries of residence in the preceding five years. The authority distinguishes national certificates from state or provincial records. Foreign documents normally require authentication and an Uruguayan public translator, with specified exceptions.
Expect current health and vaccination documentation, a photograph and the appropriate income evidence. Civil records are needed where relationships must be established. Birth records also matter for the later identity-document process.
Family and sequence
- Choose the general or applicable Mercosur route and confirm lawful entry.
- Collect the required national background and civil records before travelling.
- Prepare local health, vaccination and means-of-support evidence.
- Start the official application, upload the required files and attend the relevant appointment.
- Provide additional evidence and arrange the identity-document step.
- Check re-entry permission while the application is pending and maintain an accurate address and file.
Special care for children
The checklist requires parental authorisation and, where relevant, properly formalised custody or guardianship evidence. A foreign court order may need additional local recognition. Do not assume that one parent’s residence application resolves a child’s permission automatically.
Costs, timing and tax
Published fees use indexed units, including the main residence charge and separate certificate or re-entry charges; nationality-specific exemptions exist. Authentication, translation, health documents and assistance add to the total. No dependable current end-to-end processing estimate is verified here.
An extended absence during processing can require a new foreign background certificate. Legal residence does not establish that the tax-residence test or new-resident election conditions are met, and it does not start a guaranteed passport countdown. We can help coordinate those distinct workstreams.
Prove how the household will be supported
The general checklist has different evidence for employees, entrepreneurs, independent workers, foreign-company employees and pensioners or rentiers. It asks for sufficient monthly income and a professionally supported account of the source. It does not publish one universal investment deposit as the price of permanent residence.
For a foreign-company employee, the notarial certificate must explain the link to the employer, its jurisdiction and business, income and payment method, and how work is performed from Uruguay. It must also address the relevant local labour and social-security registration question. A foreign employment letter alone may not answer the entire checklist.
Authentication and appointment mistakes have practical costs
Original, valid records are required. Foreign records normally need apostille or legalisation and an Uruguayan public translation where applicable, with the stated Brazilian exception and rules for verifiable electronic documents. National criminal checks are required; a state or provincial certificate is not generally a substitute.
The identity document used for scheduling must match the document presented, with the expired original accompanying a replacement where applicable. The authority allows only ten minutes of lateness and warns that missing essential requirements or the appointment can lose the hearing and payment. Non-Spanish speakers should arrange an interpreter.
Government charges and pending-case travel
The official page lists UI 557.30 for the residence procedure, UI 55.70 for the migration certificate for an identity card and UI 225.60 for re-entry permission. Brazilian and Paraguayan definitive-residence applicants have the stated exemption from the main procedure cost. These indexed charges are separate from notarial work, health checks and translations.
A departure longer than six months while the case is pending requires a background certificate from the country of the extended stay. Pending resident identity documents are not renewed where all the requirements needed for the residence grant remain unmet. The sensible plan is to complete the file, not perpetually rely on pending status.
