Eligibility & suitability

Who can qualify

  • Adult applicants with a lawful and documented source of funds, acceptable personal history and the resources for the chosen route and all associated charges.
  • Families whose actual relationships, ages and financial support fit the published categories, including evidence for each adult dependant.
  • Applicants prepared to meet the applicable visit condition and maintain an approved investment where that route requires it.

Restrictions & unsuitable cases

  • Applicants providing false identity or material information, or falling within the programme’s criminal, investigation, security or other statutory refusal grounds.
  • Applicants with a relevant visa refusal who have not satisfied the programme’s subsequent-visa exception.
  • People assuming a second nationality removes their existing tax residence, guarantees foreign admission or exempts them from current nationality restrictions.

Application process & timeline

A licensed-agent application with separate evidence, government decision, funding and post-grant stages. A deadline in the approval letter is different from an overall processing promise.

01Establish the family and routeBefore making an investment commitment+

Map the purpose, each nationality, relationships, dependency and birthdays. Compare NDF, UWI and approved investments using the complete household budget. Confirm the current residence condition.

Documents & evidence

  • Passports and civil-status records
  • Family ages and support information
  • Initial investment budget
Common complications
  • Choosing a property before confirming eligibility
  • Using a four-person price for a differently composed family

03Submit for government assessmentOfficial review; no verified current completion guarantee+

The licensed agent files the application. Pay the submission-stage amounts, respond fully to requests and attend the required interview process. The government decides the application.

Documents & evidence

  • Signed agent appointment
  • Submission receipt
  • Responses to information requests
Common complications
  • Mistaking an agent estimate for an authority deadline
  • Assuming payment secures approval

What this citizenship can do for your family

Antigua and Barbuda offers citizenship through a qualifying contribution or approved investment, subject to a government assessment. It can be relevant where a family wants another country in which its members can hold citizenship, a broader set of travel options, or a nationality position that is less dependent on one country. The value depends on the passports, residence rights and practical needs you already have.

A passport is the travel document issued after citizenship is established. It is not permission to live or work in every country admitting short-term visitors. Nor does obtaining it by itself establish that you have left your present tax system. Compare the citizenship decision with your relocation, banking, business and succession plans before deciding how much it is worth to you.

Choose between a contribution and an investment

The contribution route and the property route have different financial consequences. A contribution is expenditure. Property ties up capital and brings asset, contract, developer and resale risks. Approval of a development for citizenship purposes is not a guarantee of rent, construction completion or a future buyer.

RoutePublished minimum in US dollarsWhat to assess
National Development Fund230,000 contributionNon-refundable contribution; processing, due diligence, passports and other applicable charges are additional.
Approved real estate300,000 qualifying investmentOnly an approved purchase qualifies. The published holding period is at least five years, subject to the specific alternative-approved-property exception. Budget transaction and ownership costs.
University of the West Indies Fund260,000 for a family of sixFor families of at least six; includes processing for six. Each additional dependant adds 10,000, with due diligence and passports separately payable.
Approved business1.5 million individually; or at least 400,000 each within a joint investment of at least 5 millionRequires an approved business investment. A large commercial commitment needs business diligence as well as an immigration assessment.

Budget for the charges around the contribution

The figures below use the CIU’s current published NDF schedule. They are government programme charges, not Offshore Capitalist fees or an all-inclusive quotation. Obtain a written, itemised application budget identifying any current interview charge, additional checks, agent/professional work, document certification, medicals and travel before payment.

For illustration, the scheduled NDF items for a principal, spouse and children aged eight and fourteen total US$266,700: US$230,000 contribution, US$20,000 processing, US$15,500 due diligence and US$1,200 passports. This arithmetic excludes the additional categories just described and changes when ages or family relationships change.

ItemPublished charge (USD)How it applies
NDF processing10,000 single; 20,000 family of up to four10,000 for each additional dependant beyond four. UWI has its own processing-inclusive structure.
Principal due diligence8,500Separate from the investment or contribution.
Spouse due diligence5,000Not the same fee as another adult dependant.
Other dependant due diligence0 ages 0–11; 2,000 ages 12–17; 4,000 ages 18+The age bands affect the budget even where the family member remains eligible.
Benefactor due diligence5,000Where a benefactor funds the application; third-party funding does not avoid tracing the money.
Passport300 per personSeparate document charge; later renewals and delivery require their own current schedule.

Which family members can apply

Build the family list before choosing an option. The relationship determines eligibility, the age determines some charges, and dependency must be evidenced rather than merely asserted. For adult children and parents, prepare records that show who pays for living costs and how support reaches the dependant.

The published ordinary child category runs through age 30. A financially independent child is not brought within that category merely by being under its age limit. The separate disabled-adult-child category has its own co-residence and full-support requirements. The route-specific family table on this page preserves these distinctions.

The UWI option is particularly worth comparing for a qualifying family of six or more because its base amount includes processing. Its education benefit is one year of tuition for one family member; it should not be valued as an unlimited university scholarship or payment of all living and study costs.

The evidence behind an acceptable application

The application should tell one consistent, evidenced story: who each person is, where they have lived, how the wealth was created, how the proposed payment was accumulated and why each dependant qualifies. A bank statement showing the final balance does not explain the underlying source. A business sale, dividends, inheritance or a family benefactor calls for different supporting records.

The CIU uses separate forms for the citizenship application, photograph/signature, medical information, investment confirmation and agent/representative appointments. Certification and translation must satisfy the programme’s rules. Some older downloadable forms contain historical investment amounts; use the operative fee rules and the current agent-issued checklist rather than relying on an old sample’s figures.

The police-certificate guidance generally addresses applicants over 18 and countries in which they lived for six consecutive months or more since 18. Country-specific instructions can differ: the CIU’s Canadian guidance requires fingerprint-based RCMP documentation for the specified applicants aged 16 or over. Where a certificate cannot be obtained, follow the authority’s explanation and evidence procedure instead of omitting it.

Due diligence, interviews and refusal risks

The government may refuse an application for false information, specified criminal convictions, a current criminal investigation, security concerns and other listed grounds. A visa refusal involving a country with which Antigua and Barbuda has visa-free arrangements also matters unless the prescribed subsequent-visa condition is met. Disclose the actual record, including earlier names and passports, before expenditure becomes irreversible.

Nationality and country-connection restrictions must be checked against the current policy for every applicant. A second passport is not proof that restrictions linked to another nationality, birthplace or continuing ties have disappeared.

The published legislation provides for an interview, including through a diplomatic mission. Do not treat a remote filing as a no-interview promise. Before submission, the licensed agent should confirm the current mandatory interview population, scheduling and separate charge: the public fee schedule reviewed for this guide does not resolve those administrative details.

After approval: funding, oath and the first passport

Approval in principle is a milestone rather than a passport. For the NDF route, the CIU describes payment of due-diligence charges and ten per cent of processing at submission, followed after approval by the remaining processing, contribution and passport charges within the prescribed thirty-day period. Keep sufficient cleared liquidity for that deadline.

The registration and passport steps follow completion of the required payments and formalities. The oath can be taken in Antigua and Barbuda or at an eligible diplomatic mission. Keep certified citizenship records separately from the passport, and check all names, dates and family details immediately; passport expiry is not the expiry date of citizenship.

Residence, holding periods and passport renewal

There is an unresolved current-law point that matters before a new commitment. The CIU still publishes five days in Antigua and Barbuda during the first five calendar years and links the first five-year passport’s renewal to that condition. An August 2026 government statement, however, reports that residence requirements have been strengthened by legislation. The operative amendment and commencement provisions were not available in the primary texts reviewed for this guide.

Accordingly, do not rely on five days as an unconditional promise for a new application. Obtain the applicable enacted provision and grant-specific requirement from the licensed agent before signing or funding, and retain the travel evidence needed to satisfy it. Regional proposals and public announcements are not a substitute for the law that applies to your grant.

ObligationPractical record to retainWhy it matters
Applicable physical presenceEntry/exit records and the written condition applicable to the grantThe published deprivation rules address failure to satisfy the residence condition.
Approved-property holding periodPurchase, ownership and permitted-disposal recordsThe published property route requires at least five years, subject to its specified replacement-property exception.
Passport renewalCitizenship certificate, existing passport and current renewal checklistThe first passport is published as five years; renewal is a separate administrative application.
Truthful application and lawful conductComplete submitted file and records supporting material representationsFraud, material concealment and specified offences can expose citizenship to deprivation; buying an investment does not immunise the grant.

Dual citizenship, marriage and future children

Antigua and Barbuda permits dual nationality, but the country whose nationality you already hold may restrict voluntary acquisition of another citizenship. Check both legal systems for each family member before proceeding; your spouse and children may not all have the same starting nationality.

Including a spouse in an investment application is distinct from later citizenship by marriage. The immigration authority describes a separate marriage-based application after the applicable marriage period. Neither a wedding nor the principal applicant’s approval automatically issues citizenship to a spouse who did not qualify and apply.

Future children also need a precise legal answer. The Constitution’s automatic citizenship-by-descent provisions distinguish how the parent acquired nationality; do not assume a parent registered through CBI can transmit it abroad indefinitely or automatically in every case. The CIU publishes separate post-grant additions, including future spouses and certain children and grandchildren. Those additions require their own application, evidence and fees.

For post-grant budgeting, the current schedule lists US$10,000 for a child aged zero to five, US$25,000 at six to seventeen, and US$50,000 for an adult addition, with applicable due diligence and passport charges. Eligibility still has to be established; a fee line is not a general right to add any adult relative.

Questions to settle before paying

  • Which objective does this nationality achieve that your existing citizenships and residence rights do not?
  • Does every proposed dependant fit the exact category, and are any birthdays likely to change eligibility or cost before filing?
  • What current residence legislation applies to the grant, and how will your family meet it?
  • For property: who owns the asset, what does the contract promise, what happens if construction or approval is delayed, and how realistic is the exit?
  • Which costs are refundable at each stage, who receives each payment, and what written scope is agreed with each adviser or licensed agent?
  • What separate work is needed for tax residence, banking, succession or business management? A citizenship application does not complete those tasks.
