Choose permission for work or independent means
Ireland distinguishes permission to work or operate a business from permission to reside on independent means. Stamp 0 is a restricted route for financially independent applicants and does not provide an unrestricted right to work or run a business. An owner who continues active management should assess that activity against the written conditions rather than treating foreign customers as an exemption.
The Start-up Entrepreneur Programme is for innovative entrepreneurs establishing a business and living in Ireland on a full-time basis. The official programme requires funding of at least €50,000 and assesses the business proposition; it is not a general property-investment residence route. The Immigrant Investor Programme closed to new applications in February 2023, with legacy applications and approved projects handled under separate arrangements. EU/EEA and other nationality-based rights require a different analysis from these non-EEA permission routes.
Stamp 0 requires financial certification before relocation
The independent-means process expects individual income of €50,000 per year and a reserve capable of meeting major unexpected costs. The authority uses a substantial residential-property-cost illustration for the reserve rather than a universal fixed euro figure. Financial evidence must be certified by an Irish accountancy firm in the required format, separating regular income from capital reserves.
The applicant seeks permission before arriving, whether or not their nationality normally requires a visa for a short visit. A visa-required applicant then follows the long-stay D-Reside process after the permission stage. Arrival permission and registration follow separately. The authority’s June 2026 page indicated approximately four months for the initial stage; that is a published indication, not a statutory guarantee or a promise including visa appointments, travel and registration. Obtain the current checklist before ordering time-limited documents.
Residence uses both a one-year and a two-year day test
An individual is Irish resident when present for at least 183 days in a tax year, or at least 280 days across that year and the preceding year. A person present for 30 days or fewer in the current year is not resident under the two-year test. Presence for any part of a day generally counts. These rules make the preceding year relevant even where the person plans fewer than 183 days in the current year.
Prepare the travel schedule across both years before deciding an arrival or departure date. Immigration permission is separate: lawful residence can exist without tax residence, and tax residence can arise without a particular investor or retirement permission. Dual residence requires the applicable treaty analysis. Any arrival/departure split-year treatment should be checked for the relevant income category, rather than assumed to divide all investment income and gains at the moving date.
Build a household and business evidence file
Prepare passports, civil-status documents, insurance, accommodation evidence and a clear funding history. Each adult’s eligibility should be assessed individually; a joint bank balance does not automatically satisfy every individual income condition. Check the permitted family route and whether applications are simultaneous or sequential. Keep documents showing the continuing source of income, not only a balance on one statement date.
For an active entrepreneur, prepare the operating plan and funding proof under the chosen permission. Then conduct the separate Irish company-residence and work-income review. A tax analysis premised on passive investment can be inconsistent with an immigration file describing full-time business management. Align the two descriptions with what will actually happen. If existing foreign companies remain, document the authority and duties of their directors and the nature of work the relocating owner will perform in Ireland.
Registration and renewals do not settle citizenship eligibility
Complete the required registration within the authorised landing period and comply with the particular stamp’s conditions. Keep permission current during any later citizenship application; filing for citizenship does not itself extend residence permission. Stamp 0 renewals require continued compliance with the financial and insurance conditions, and any proposed change in working activity should be assessed before it begins.
Maintain annual evidence of actual residence as well as the permission record. Irish naturalisation uses reckonable residence and an evidence scorecard, not merely possession of a valid card. Student Stamp 2 and 2A periods are not reckonable under the ordinary guidance. Track absences and tax residence independently, since the tests differ. If a future citizenship objective matters, confirm how the selected permission contributes before relying on it for a multi-year plan.
