City at a glance

Who Tokyo works well for

Tokyo gives an internationally active household an unusually broad choice of business districts, cultural life and residential settings. The important choice is which Tokyo you want to inhabit. An apartment convenient for meetings in Shinagawa can be inconvenient for a child’s school in western Tokyo; a park-side home can be wonderful until a regular cross-city commute dominates the week.

Start with three fixed points: where you must work in person, where children could realistically attend school, and the airport you use most. Then add a local routine: supermarket, exercise, doctor and an activity that creates repeated contact with other people. This keeps the search grounded in an ordinary Tuesday rather than a holiday itinerary. A short initial stay can help you test several corridors before committing to a long lease.

Neighbourhoods & finding a home

Five areas to compare

These are starting points for viewings, not a ranking. Compare the exact street and building, the journey you actually make, and the services your household will use. Nearby stations can have very different entrances, interchange walks and surroundings.

AreaWhy consider itWhat to check on a viewing
Shinagawa and TamachiA useful first search for frequent Haneda travel and work on the southern side of central Tokyo.Walk the full route from platform to front door. Large office blocks, rail corridors and canal-side developments can make two apparently nearby homes feel quite different.
Ebisu and NakameguroCafés, restaurants and access to western central Tokyo; a neighborhood-focused alternative to living directly around Shibuya station.Visit at dinner time and during a busy weekend. A riverside or entertainment-street address needs a noise assessment, not just an attractive daytime photograph.
Ueno and AsakusaMuseums, older shopping streets and eastern Tokyo connections, with useful options for travel toward Narita.Compare the precise JR, Metro or Keisei connection. Separate a home above a busy visitor route from the quieter blocks a few streets away.
Kagurazaka and IidabashiCentral rail access combined with smaller streets and places to eat close to home.Check slopes, stairs, deliveries and evening restaurant activity. The station exit and side of the neighborhood can materially change the daily walk.
KichijōjiA western Tokyo base for households prioritizing local shops and Inokashira Park.Test your actual commute rather than a journey to Shinjuku alone. Kichijōji is in Musashino City, so municipal administration is not handled by a Tokyo special ward.

Understand the whole rental commitment

Tokyo’s rental search is easier when your documents tell a consistent story: permitted stay, work or business activity, income and the people who will occupy the home. Ask the agent which landlords and guarantor arrangements can consider your circumstances before paying application charges. A Japanese-speaking contact and a financial guarantor are different functions; clarify what is actually required.

Request an itemized move-in statement in yen. Separate refundable security money, nonrefundable key money if charged, agent charges, guarantor fees, insurance, advance rent and any specified cleaning charge. Read the renewal and early-termination terms as carefully as the first-month total. Do not assume an ordinary renewable tenancy and a fixed-term tenancy offer the same continuation rights.

At the viewing, open storage cupboards, inspect bathroom ventilation, check internet availability at the actual unit and ask which appliances and air conditioners remain. Photograph existing damage at handover and keep the condition record with the lease. If you intend to hold business meetings at home, obtain the necessary contractual permission rather than relying on the listing’s floor plan.

Schools & childcare

Settle the education route before narrowing the search

Municipal elementary and junior high enrollment is handled through the municipality, with the address central to school allocation. Foreign families can request public-school admission; it is not the same application process as applying to a private or international school. Ask the local education desk about Japanese-language support, the school’s practical expectations and the documents needed for a midyear transfer.

For an international school, obtain current information directly on places, curriculum, admissions, fees and transport. Being close to a school building is not evidence that a place is available. If children are approaching secondary qualifications, check continuity with their existing curriculum before making a housing commitment.

Try the school journey before signing: crossings, stairs, station exits and the after-school return all matter. Keep school records, vaccination information and any learning-support plan together, with translations where requested. Budget for supplies, activities and meals as applicable; tuition treatment does not make every part of schooling free.

Healthcare

Put health coverage and practical access together

Determine whether employer-based insurance or the municipality’s National Health Insurance is the correct route for each family member. Eligibility depends on work, residence status and other circumstances; private travel insurance does not automatically replace an obligation to join a public scheme. A short permitted stay or a special residence category needs its own check.

For 2026 appointments, establish how you will show coverage: a registered My Number health-insurance card or the applicable eligibility-confirmation certificate. Ask the insurer about the document you can use while other paperwork is being completed.

Then identify a nearby clinic and pharmacy that can manage your regular needs, including language and referral arrangements. Send medication details ahead of the move when continued treatment is important. A translated diagnostic summary is often more useful than arriving with an unfamiliar brand name and expecting every clinic to recognize it.

Getting around

Read the rail network before choosing the address

Tokyo Metro is one part of a larger network that also includes Toei, JR and private operators. A station name on two lines does not necessarily mean a quick interchange. Use the official route and station maps to check platform changes, lifts, the exit nearest the apartment and the last usable connection after an evening event.

For Haneda, compare Keikyu access through the southern rail network with the Tokyo Monorail connection at Hamamatsuchō. Narita’s rail options serve different corridors: JR services and Keisei services are not interchangeable simply because both reach Tokyo. A direct airport train can still leave a difficult final journey with luggage. Narita Terminal 3 uses the Terminal 2 rail station connection rather than having its own station platform.

Test the door-to-door journey at your intended departure time. A listing’s walk to a station omits the descent to the platform and the walk through a large interchange. Families should repeat that test with a stroller or school bags. Someone working remotely may reasonably prefer a pleasant local shopping street over proximity to a major office station.

Climate & environment

Plan for humid summers and the building you actually rent

Tokyo has hot, humid summers and cooler, generally drier winters. The early-summer rainy season and later storm periods affect laundry, commuting and outdoor plans. Spring and autumn can be comfortable times to explore neighborhoods, but a mild viewing day is a poor test of a west-facing apartment’s summer heat.

Check shade, ventilation, air-conditioning coverage and condensation around windows. Find the building’s emergency arrangements and the relevant municipal hazard information, especially for a ground-floor home or a location near water. Keep a practical supply kit and agree how the household would reconnect if trains stopped. A district label does not establish the flood or earthquake performance of a particular property.

Culture, community & daily life

Make a large city feel local

Choose one or two activities you can attend consistently: a language class, sport, parent group or neighborhood volunteer activity. Repeated attendance creates a different experience from an endless sequence of one-off networking events. Japanese study also helps with the unglamorous parts of living well: reading a school notice, understanding a repair appointment and asking a neighbor a simple question.

Tokyo is not an automatic answer for every business owner. If clients, employees and suppliers remain abroad, examine what working and making decisions from Japan does to your personal tax position and business obligations. The linked national guides address those rules; the neighborhood you choose does not switch them off. Map your international work alongside the household move before signing commitments in either country.

What residents say

These are attributed public experiences, not client testimonials. Housing, neighbourhood and household circumstances affect the experience.

A June 2025 neighborhood discussion began with a family with two children comparing park access and an occasional Shibuya commute while considering Kichijōji and Jiyūgaoka. Replies included positive accounts of nearby residential areas. The useful lesson is the importance of a specific family route, rather than a universal “best Tokyo neighborhood.”

Planning your move

Your move, step by step

A dependency-based checklist. The sequence is a planning framework; it is not an immigration processing-time promise. Statutory address deadlines apply only to the residents covered by the relevant rules.

01Confirm the household’s right to stay and workBefore committing to a lease+

Align the residence route, each family member’s status, work arrangements and planned arrival date. Build the school shortlist and identify the likely work corridor at the same time.

Documents & evidence

  • Passports
  • status or application records
  • employment or business outline
  • school histories
Common complications
  • A lease does not confer residence permission. A dependent’s work rights require their own assessment.
References [12][13]
02Test two or three neighborhoodsBefore signing long-term housing+

Use temporary accommodation to travel the real commute, visit schools and inspect properties. Ask for the entire first-year rental commitment, including recurring or renewal charges.

Documents & evidence

  • Itemized quotation
  • draft lease
  • guarantor conditions
  • viewing notes
Common complications
  • Do not treat a nearby school as an accepted school place or an advertised station distance as the whole commute.
References [11][16]
03Register the established addressWithin 14 days where the resident-registration rule applies+

Go to the correct ward or city office after establishing your address. Confirm documents for all household members, including family-relationship evidence and Japanese translations where required.

Documents & evidence

  • Residence cards
  • passports when relevant
  • address details
  • family documents
Common complications
  • Musashino and other western municipalities have their own offices; Tokyo is not one registration counter.

04Connect insurance, school and essential servicesAfter address and eligibility checks+

Complete the appropriate insurance and school procedures, then align names and addresses across banking, communications and utilities. Confirm how you will prove insurance coverage at a clinic.

Documents & evidence

  • Insurance enrollment evidence
  • school transfer records
  • identification
  • lease
Common complications
  • Provider acceptance and school placement can have additional requirements. An application is not an approval.

05Build the first-year calendarDuring the first settled month, then maintain it+

Record permit expiry, lease dates, school events and the tax questions raised by arrival and overseas assets. Find local medical care and agree the household emergency plan.

Documents & evidence

  • Expiry-date list
  • lease
  • arrival-day record
  • overseas financial inventory
Common complications
  • Moving household life without reviewing how the business is managed can create an incomplete relocation plan.
