An eligible family and a documented financial position
MPRP is for eligible third-country applicants, with nationality and sanctions restrictions and a licensed-agent application process. Residency Malta currently states asset alternatives of €500,000 including €150,000 financial assets, or €650,000 including €75,000 financial assets. Stable resources and a satisfactory due-diligence outcome are also required.
A complete source-of-wealth story matters. Review business ownership, significant asset sales, gifts and family funding before filing. Include the relevant dependent relationships and confirm that each person fits the current definition rather than relying on a marketing statement about four generations.
Read the current cost schedule as a whole
The official page lists €60,000 in administration fees, a €37,000 contribution and a €2,000 eligible NGO donation. It also specifies €7,500 for each adult dependant except the spouse and €500 per person for a five-year card. Professional work, insurance and documents are additional.
Property must currently be rented for at least €14,000 annually or purchased for at least €375,000. The qualifying property is retained for five years, followed by continuing maintenance of residential property. Review permitted use and letting before treating it as an investment-return opportunity.
Application and maintenance
A licensed agent submits the application. Prepare identity and civil records, financial evidence, background information, insurance and the property material required at the appropriate stage. Respond consistently to due-diligence questions and retain the file that supports every declaration.
The agency does not give a fixed completion promise on the cited current overview. Document collection, checks, approval conditions and card issuance are separate dependencies. Set a compliance calendar for evidence requests, card renewal, family changes and continued property requirements. Confirm the applicable presence obligations and work rights for each person before relying on the permission.
What the residence does not settle
MPRP grants Maltese residence; it is distinct from citizenship and from a special tax election. Living in Malta, remitting income, working there or managing a company can each require a separate tax review. Compare the full ongoing commitment with the family’s actual needs. We can assess that fit and coordinate the wider setup with appropriately licensed local providers.
Budget the whole qualifying package
The current agency schedule combines €60,000 non-refundable administration, a €37,000 government contribution and a €2,000 qualifying NGO donation. Qualifying housing is either a purchase of at least €375,000 or rent of at least €14,000 annually. Adult dependants other than the spouse attract €7,500 each, and the five-year residence card costs €500 per person. Legal, agent, translation, insurance and property transaction expenses are additional.
The applicant must also evidence assets of at least €500,000 including €150,000 financial assets, or €650,000 including €75,000 financial assets. This asset test is separate from the money spent on the programme. Model liquidity after fees and housing, not just gross wealth before payment. The programme permits qualifying family inclusion, but each dependant’s age, relationship and dependency require review.
Licensed filing and continuing property obligations
Applications must be submitted through a licensed agent. Agency due diligence extends beyond the principal to relevant family members, donors and benefactors; unexplained third-party funding is therefore not a shortcut. The file should reconcile wealth history, current assets and the money used to pay the programme costs. Residency Malta’s current public page does not provide a guaranteed decision time.
The qualifying property must be retained for at least five years, after which residential property in Malta must still be maintained. Permission to lease or sublet is subject to the category and rules; do not assume an ordinary investment-property letting model works during the qualifying period. A permanent residence certificate and a time-limited card are different documents. Track card renewals, insurance and continuing declarations even when residence status is permanent.
What the status does and does not provide
MPRP provides residence in Malta and qualifying short travel in Schengen, not EU citizenship or a right to settle and work throughout Europe. A family intending to live in another EU state needs that state’s applicable route. Citizenship remains governed by separate legislation, and the former investment-naturalisation model should not be presented as an upgrade automatically attached to this programme.
Personal tax depends on actual residence, domicile and the applicable basis of assessment. MPRP does not itself grant the Global Residence Programme’s 15% tax treatment, and neither label establishes that work done from Malta is foreign-source. A founder should review company management and employment permissions before transferring day-to-day operations.
